Clearinghouse Navigator provides FMCSA-regulated employers and stakeholders with comprehensive assistance in complying with the requirements of FMCSA's Drug and Alcohol Clearinghouse rule.
As of January 2020, all employers of CMV operators are required by US DOT to report drug and alcohol violations to a secure online federal database, and to query that database for employee/applicant violations.

Clearinghouse Final
On December 5, 2016, FMCSA published a Final Rule establishing a centralized database - or clearinghouse - of drug and alcohol violations commited by holders of commercial drivers licenses.
Registration
In the fall of 2019, FMCSA will open the database for registration, so users can assess the clearinghouse when it goes live in 2020.
Clearinghouse Open
January 6, 2020: mandatory use of the clearinghouse to query driver history and report violations begins. Employers must still make manual inquiries required by Parts 40 and/or 391 (as applicable)
After January 6th, 2023, manual §391.23 inquiries will no longer be required (clearinghouse only), though §40.25 inquiries may still be registered.
FMCSA's Commercial Driver's License Drug and Alcohol Clearinghouse, a secure electronic federal database, will go into effect on January 6, 2020, and will contain information about drivers who hold commercial driver's licenses (CDLs), are covered by the requirements of FMCSA's Part 382 (Drug and Alcohol Testing regulation), and have violated a prohibition set forth in Part 382.
This commercial website - not affiliated with FMCSA or US DOT - and its extensive eLearning resource center will help all stakeholders maintain immediate and ongoing compliance with the new requirements of 49 CFR Part 382, Subpart G.
